Overview
The riverside pavement along Huntly Street, Inverness,
was legally designated as a cycle track (aka shared-use pavement).
The Highland Council introduced P+D parking by painting sections on the cycle track.
This resulted in a serious reduction in available width for walking, wheeling and cycling.
Issues
• The available width for cycling is well below the specified standard.
• Contra-flow cycling on the roadway is more hazardous.
• Vulnerable pedestrians are obliged to transfer into the roadway.
• P+D parking in the painted bays encourages general parking on the cycle track.
• The local Police do not prosecute the offence of driving or parking on a cycle track.
• Council Parking Enforcement Officers deal with parking, not driving.
• Marginal parking beyond the bay lines may not incur a fine but is a real problem.
