The existing traffic lights control the T-junction
  with left turns to/from side road uncontrolled.
No new traffic light set has been added.
There was no pedestrian crossing on any arm before.
One of the two crossing points on the main road has been enhanced:
* There is tactile paving to a flush kerb on both sides of the road.
* Metal studs indicate the edges of the crossing.
* But there is still only one set of lights at the crossing.
* The other side of the crossing has no stop line or lights.
* There is no red/green man light anywhere on either side.
* There are no control boxes, so no buttons, tactile cones, or audible signals.
* The lights for the traffic are not visible when waiting at the crossing.
* Only traffic in the lane approaching the junction is controlled.
* Traffic in the other lane is from the side road and uncontrolled.
It would seem a reasonable expectation that a crossing on the route
  to a medical centre would be fully inclusive.
Is it even compliant? What do you call a crossing with no green man?
